Government Sivagangai Medical College and Hospital, a Tamil Nadu government run college under The Tamilnadu Dr. MGR Medical University, was started from the academic year 2012- 2013 with the aim of providing excellent medical education to deserving students of the area and medical service to the local population.

It is approved by the Medical council of India and Ministry of Health and Family welfare, Government of India, New Delhi.

The College and Hospital Complex is situated at Mela-Vaniangudi, Sivagangai District, Tamilnadu. It is situated 3 kms from the Sivagangai Railway station and 2 kms from the bus stand.

Government Sivagangai Medical College and Hospital has been raised in an area of 50 acres at a cost of 114 crores, ideally located with salubrious surroundings. It is provided with the state of art infrastructure in term of its blocks of buildings, which include comfortable and well furnished departments, laboratories, classrooms for students, separate quarters for staff and nurses besides equipment of latest technological quality. The institution is backed by highly qualified and experienced staff, well equipped laboratories, library, and modern teaching aids.

At present, the hospital has 500 inpatient beds with 7 state-of- art operation theatres and comprises all the broad speciality departments, pre and para clinical departments as per the MCI norms. There are 5 intensive care units with 24 hour trauma care facility, serving a wide cross section of community, belonging to every economic segment of society. Separate rural and urban health training centres have also been attached to the institution so as to impart rural field practice training to medical students and helping the needy people in the nearby rural areas.

The college offers undergraduate course in medicine (M.B.B.S). First Batch of 100 MBBS Students selected on merit basis by the Government were admitted in August 2012 and are expected to graduate in 2016 to undergo internship.

i)Outpatient Services:

Government Sivagangai Medical College and Hospital has a separate OP block with 2 floors. Various speciality departments are situated on the ground and first floor of the OP Block. The entire department including OP card counter and consultation clinics are fully computerized. 

Process of Registration: 

The registration process is computerized. Each patient is issued an OP card with a unique Patient Identification Number (PIN) which can be used to avail services from any department/section of this hospital. OP Card issued once can be used for all subsequent visits for entire lifetime.  All the details of the patients attending OPD like clinical history, examination findings, diagnosis, treatment, investigations, referrals and opinions are recorded by the doctors during every visit and can be retrieved and reviewed whenever needed.

Registration Counters:

 Two Registration counters, one each for males and females separately are situated on the ground floor, at the main entrance to the OP block.

Pharmacy:

 The medications prescribed by the doctors are uploaded directly to the pharmacy’s computerized network. The drugs are distributed after verification of the patient’s PIN number in the respective floors through subpharmacies.
 
A total of 3 counters, 2 Counters in Ground Floor and 1 in first floor, are available to distribute drugs to the patients.

ii)In Patient Services(IPD):

Patients who need further evaluation, in patient assessment, treatment and investigations are admitted as inpatients. They must get an admission slip at the admission counter situated near the casualty OP. There are 2 IP blocks, one with 200 beds and the other with 300 beds. There are general wards, special wards for patients operated under CMCHIS and intensive care units to serve the patients· There is a special ward for medical students.

All the in patients are provided with healthy, hygienic nutritious food throughout their admission period prepared in the local kitchen and distributed.

Emergency theatre is situated on the ground floor while the other five major theatres are situated on the third floor.
 
Various surgeries are being done in our hospital.
 
Certain medical conditions and surgeries as selected are covered under the Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS).

There is a separate ward for such patients availing the facilities. They are requested to provide a copy of the ration card and the smart card. In its absence a copy of the ration card or an Income certificate issued by the local village administrative officer will help the staff to procure a smart card at the earliest. One liaison officers and three assistants man the station to help the patients. Satisfactory form is obtained from the patient on discharge. To facilitate the process citizens are requested to carry the smart card whenever they visit the hospital to avail the facilities and make the processing faster.


iii)Emergency Services:

 Emergency services are available round the clock on all days.
 
Casualty department of GSMCH is located in the ground floor of 300 bedded block at the main entrance. There is a separate computerized OP counter for emergency cases. Casualty has 10 beds and is well equipped with emergency drugs and life saving equipments. A well equipped operation theatre is also attached to the casualty section. Casualty medical officer, on duty assistants, resident doctors and nurses are available round the clock on all the days.

There is a Trauma ward nearby to accommodate all the injured patients.

A 24 hours pharmacy is also available in the vicinity. An x ray room is available which functions round the clock.

Ambulance Services: 

The hospital has round the clock emergency ambulance services apart from 108 introduced by government. Ambulances are well equipped and the staff on the ambulance are trained in providing basic life support and shifting of the patient. A NICU ambulance is available in the hospital for transport of sick neonates.
An ambulance is available with the Ophthalmology department under the National Blindness Control Programme for conducting camps in remote rural areas and implements the national programme. There are two mortuary vans to provide transport of dead bodies from the hospital.

Transport Facilities:

The outpatient block, the 200 and 300 bedded in patient block and the central laboratory are interconnected to each other so as to provide easy access for the patients. There are seven lifts at different sites which make shifting of patients easy. Ramps are available at various strategic points in times of emergency

 
II.DIAGNOSTIC & BLOOD BANK SERVICES:

GSMCH has well developed and advanced diagnostic (laboratory and imaging) services. These sections work round the clock, seven days a week, providing routine and emergency services.

i)Laboratory services:

GSMCH has a separate block for central laboratory and a Blood bank near the Administrative office. The laboratory services include

Separate rooms for collection of Blood, Urine and other samples are situated in the ground floor.

Procedure for OPD Patients: 

 The list of investigations required for the patient is sent by the consultant directly to the concerned section through computerized software. Patients are directed to the corresponding section for sample collection. After collection of samples, each patient is given a specific number for reference. On provision of the reference number, investigation reports will be furnished and uploaded on the computer also.
 
Procedure for Indoor Patients: 

Patient’s relative / attendant  or Grade IV employee in the ward picks up the collected samples from the respective ward and goes to  the lab where he/ she gets indoor laboratory number.

 Radiology department is located on the ground floor of the 300 bedded block. The following investigations are done here:

 Procedure:

The patient is directed to the concerned section where he/ she is allotted an identity/ department number, which must be provided by the patient for receiving the report. In case of immobility of the patient there is provision of taking the ECG machines to patient’s bedside (in the wards) itself using portable machines.
 
iii)Blood Bank Services: 

SGMCH has FDA licensed blood bank with the facility for separation of blood components. It is situated in the ground floor of the central laboratory. It has facilities for voluntary blood donation. The blood bank keeps buffer stock of blood units of different groups to supply the patients whenever required. Regular camps are conducted in nearby colleges and prominent places to augment the stocks.
 
III. POST MORTEM & MORTUARY SERVICES: 

Timing of Post Mortem Examination: Sunrise to Sunset on All days (including Sundays & Holidays)
 
Mortuary: Mortuary is located in a separate autopsy block behind the college faculty building.
 
Procedure for receipt of dead bodies from GSMCH (MLC cases)
If a body is brought dead to the casualty or in case if the patient dies in the hospital, the resident medical officer and the outpost police station staff are informed and the information is registered in the casualty. Then an identification tag is applied on the left forearm of the deceased and the body shifted to post mortem examination room for conducting a post mortem examination.
 
Procedure for receipt of dead bodies of unknown person :
In case of death of an unidentified, unknown hospital admitted patient, the outpost police station is informed for medico legal examination and further needful action. . Then an identification tag is applied on the left forearm of the deceased and the body shifted to post mortem examination room.
 
Enquiries and information: 
Counters located in the casualty functions round the clock. Information regarding admitted patients can be obtained from the enquiry counter. Signboards are available at various junctions showing the directions to various wards.
 
Drinking water facilities:
Available at ground floor of 300 bed block.
 
Cafeteria facilities:
Canteen facilities are available in the college campus in the vicinity of the entrance to the hospital.
 
Parking:
Parking facilities are provided for staffs and visitors within the campus.
 
Laundry: Laundry facilities are available for washing hospital and patients linen.
 
Electrical: Continuous electrical supply is available to the hospital. 24 hours electricity is provided by use of generators in case of emergency.
 
Bio medical waste management: Adequate facilities are available to dispose the hospital waste safely, effectively and hygienically.
 
Seminar Hall:
A seminar hall with a seating capacity of 150 is situated at the ground floor of OP block , which is used to conduct awareness programmes on health projects.

Rights of Patients:

• Be treated with dignity, respect, consideration of their individual values and belief and privacy during examination, procedures and treatment.

• Be protected from physical abuse or neglect.

• Refuse treatment.

• Confidentiality of all records and communications, to the extent provided by law.

• Participate in decisions about their care and provide informed consent.

 • Access to information contained in the Medical Record in the form of a Medical Report / Discharge Summary.

• Have the appropriate family member eligible to all the above rights, in case the patient is unable to meaningfully participate in his / her care.


Responsibilities of Patients:
• Provide accurate and complete information about their health condition.

 • Follow the treatment plan recommended by the treating Doctor.

• Accept responsibility for their actions if they refuse treatment.

• Preserve and produce all the records of their illness.

 • Accept responsibility for the safekeeping of their valuables and possessions.

• Abide by the rules and regulations of the hospital including the “No-tobacco Campus Policy”.

Bachelor of Medicine and Bachelor of Surgery (MBBS)

Bachelor of Medicine, Bachelor of Surgery (Latin: Medicinae Baccalaureus, Baccalaureus Chirurgiae; abbreviated in many ways, most commonly MBBS, but also MB ChB, BMBS, MB BCh, MB BChir), is the primary medical degree awarded by medical schools in countries that follow the tradition of the United Kingdom. The historical degree nomenclature states that they are two separate undergraduate degrees. In practice, however, they are usually combined as one and conferred together, and may also be awarded at graduate-level medical schools.

Bachelor of Medicine and Bachelor of Surgery (MBBS), is a professional degree in medical science. A person holding the MBBS degree becomes a certified medical practitioner. The duration of MBBS course is five years and six months including one year of rotational internship at hospitals, health centres, and health camps organised by non-profit organisations (NGOs). MBBS course syllabus includes studies on anatomy, pharmacology, pathology as well as community health & medicine, paediatrics, and surgery. The syllabus, prescribed in such a way that MBBS degree holders can choose a specialisation for further majoring and practising medicine. The career specialisations for MBBS students are Nephrology, Cardiology, Gynecology, Anesthesiology, Organ Transplant, Endocrine, and General Surgery, etc.
